Changes to insurance requirements for facility rentals
To align with industry best practices and ensure fairness, the City of Belleville will update its insurance process for facility rentals, effective January 19, 2026.
Why This Change?
To ensure compliance and protection, all rentals in municipally operated or permitted facilities must have insurance coverage. This protects against third-party liability claims resulting from injury or property damage.
Previously, the City maintained a blanket policy for certain eligible activities. This did not include organized sports teams/leagues, high-risk activities, or events involving alcohol which are required to provide their own insurance. Following the User Fees Study approved in 2024 and the City’s commitment to cost recovery principles, this approach is changing. These updates ensure that users pay their fair share of costs rather than taxpayers subsidizing them while reflecting best practices and industry standards for municipalities across Ontario and Canada.
What’s Changing?
- The City will no longer provide insurance coverage for non-sporting events and low/medium-risk sporting activities previously covered under the blanket policy.
New Requirement:
- To confirm a booking, all facility rental clients must have insurance coverage with:
- Minimum liability limit: $5 million
- Additional Insured: The Corporation of the City of Belleville
How to Obtain Coverage:
- Through the Intact Public Entities Facility User Rates Program (available through the City’s booking process for eligible organizations/activities), or
- Through Third-Party Coverage from your own insurer, ensuring The Corporation of the City of Belleville is named as Additional Insured.
The City will refer clients/organizations to Intact Public Entities if they do not qualify for the Facility User Rates Program and/or do not carry their own insurance.
We will work closely with existing clients to ensure a smooth transition to these new requirements.
